Boys Can Be Convicted of Torture

Boys aged 10 and 11. Adults, who ordered that torture become official U.S. policy, torture that in several known cases led to death, apparently can't.

Kids don't do shit like that for no reason -- I shudder to think what led them to those acts.

And, unfortunately, good point about how governments are off scot-free for similar crimes.
