Can We Stop Calling Chavez a Dictator Now?

The guy seems like a tyrant-in-waiting in a lot of ways, but the fact that he called for a vote on changes to the constitution - and lost- and conceded defeat - means he's not a dictator.

Doesn't it?

Predictably, he's a dictator -- you know how you can predict it?

He has oil under his country's soil -- and he doesn't want to sell off the rights to it. Therefore -- BOOM! dictator.

He's got extreme views and is uncouth when he speaks in international forums but... hm, that sounds kinda familiar anyway doesn't it. Of course GW isn't a dictator though, he just wants to be one.
